Department Overview
The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Compliance team in ECAS covers general compliance areas and includes subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy. The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.
Position Summary
The Systemwide Privacy Manager is responsible for addressing privacy compliance risks and facilitating compliant protection, use, and release of student, faculty, staff, and research participant sensitive information at UCOP and through collaborative efforts with the Campus Privacy Officers. A significant portion of this role will be devoted to developing and implementing a comprehensive privacy program that addresses privacy risks at UC Office of the President (UCOP). The position will collaborate with numerous University stakeholders, including but not limited to UC Legal, systemwide and UCOP Security, Information Technology, and operational data set owners (e.g., student, payroll, benefits, research functions). In addition to advanced privacy subject matter expertise, the role requires superior research, analytical, writing, and communication skills. An ideal candidate will have demonstrated ability to exert influence effectively and work collaboratively across the organization. The role involves collaborating with Privacy Officers throughout the system and coordinating with cross-functional UCOP privacy and data stakeholders. The position is based in the Oakland office (hybrid office schedule), and would require some travel to campus to meet with various stakeholders.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
